Degree-seeking students

Ⅰ. Procedures for study at the host college

A. Undergraduate

(1) The International Students Office (hereinafter referred to as ISO) will produce a new student ID number according to the pre-admitted name list, and complete the Teaching Management Information System by inputting students’ basic status information.

(2) The ISO will produce a letter for undergraduates who will studty at at the college. The student shall go to the corresponding host college with the Letter of enrolment and Course Selection as scheduled.

Note: During the period of military training arranged by the University for Chinese students only, International students are not allowed to leave school without permission, and they should take the Chinese class arranged by the School of International Education as scheduled.

(3) Course selection is usually done over the internet with a student ID number and code, under the guidance of the corresponding college. The student ID card will be issued by the host college.

B. Master & Doctoral Students

(1) The ISO will produce new student ID numbers according to the list of pre-admitted names.

(2) With the Letter for Master & Doctoral Students to study at the host college, together with a photo and passport, the student should go to the Students Affairs Office of the Graduate School (Room 401 in the Graduate School building) to register. The person in charge will sign the letter and activate the Management Information System for graduate students at Chongqing University (abbreviated as MIS system), website: http://graduate.cqu.edu.cn/mis/. Contact Ms. Guo Yu at 65103162

(3) The student shall go to the relevant host college with the signed letter where they should apply for a student ID card (one photo needed ) and should use the student ID card number and the default password (000000) to complete online registration. This password should be changed by the student.

(4) The academic assistant and tutor will help the student input the basic information into the MIS system, work out a cultivation program for the student and guide the student through course selection.

C. General or senior visiting students

(1) The procedure for study at host college for these students is the same as that for Master & Doctoral Students.

(2) Those who mainly come to study Chinese language and culture at the School of International Education can choose up to 3 courses relating to their major in other colleges that offer related courses.

Ⅱ. Teaching Affairs and Routine Management

1. Period of Schooling

(1) Usually, the period of schooling for undergraduates is 4 years (with some exceptions of 5 years for certain majors,like Architecture), while the period of schooling for Master's students is 2-3 years, and doctoral students is 3 years.

(2) International students can apply for graduation extension of the period of schooling in advance. The longest study period for a 4 year-program undergraduate should be no more than 8 years, and for a 5 year-program undergraduate no more than 10 years. There can be some minor adjustments to the study period for Master's students. For more details, please refer to “Rules on Graduate Students Management in Chongqing University ”.

2. Course Arrangement

A. Undergraduate

(1) Once an undergraduate student begins study at their host college, the corresponding college shall be responsible for teaching affairs, internships (if there are any) and routine study affairs, while the ISO shall be responsible for international students’ services covering logistic matters and extracurricular activities.

(2) As required by the Ministry of Education of China, these two courses, namely, Chinese Language and Chinese culture, are compulsory courses for all degree students. Students can take these two courses at the School of International Education and earn totally 6 credits in total after finishing these two courses.

(3) Undergraduate students shall complete all required courses and obtain corresponding credits in accordance with the Undergraduates’ Cultivation Scheme of Chongqing University. Taking into account the real situation, the University makes it a rule for international students to be exempt from taking the following courses: Education on Current Situation and Policy; Ideological, Moral Cultivation and Basic Law Education; Outline of Modern Chinese History; Introduction to Mao Zedong Thought and the Theoretical System of Socialism with Chinese Characteristics; Basic Principles of Marxism; Military Courses; Ideological and Moral Cultivation; and the Legal Basis for Practice, Practice of Mao Zedong Thought and the Theoretical System of Socialism with Chinese Characteristics.

(4) After the cultivation program for International Students has been drafted, the host college is encouraged to change certain difficult compulsory courses into optional courses or lower the requirement according to the specific situation pertaining to international students.

B. Master & Doctoral Students/general or senior visiting students

(1) Host colleges in which international students conduct their studies are responsible for teaching program development, course arrangement, course selection and routine study affairs for the master's and doctoral students, and also for general or senior visiting students. The Graduate School deals with common course arrangement, mid-term screening, and the qualification review for graduation thesis defense. ISO shall be responsible for international students’ services covering logistic matters and extracurricular activities.

(2) As required by the Ministry of Education of China, two courses, namely, Chinese Language and Chinese culture, are also compulsory for international degree students. Students can take these two courses at the School of International Education and get 6 credits in total after finishing these two courses.

3. Examinations and Grading

(1) International students must take examinations for compulsory courses, selective courses, and take part in all fieldwork. Only those who pass the examinations can gain the pertinent credits.

(2) Scoring and online recording is done by the course teacher, while final scoring and recording will be done by the dean’s office. Regarding failed modules, host college should inform the student concerned to resit exams or retake the course. The School of International Education(SIE) will provide exam results for those who study Chinese language at CQU for the first year, and these results can partly be transferred to certain credits leading to a bachelor's degree for those entering into the undergraduate program of Chinese language as a second year student after they complete one year Chinese language study at SIE.

(3) There are two assessment systems: (1) examination: grading usually by percentage points with a passing score of 60, and (2) evaluation: grading on a 5 point scale, i.e. excellent, good, average, pass and fail, or by a 2 point scale, i.e. pass or failure. The conversion standard from percentage points to 5-scale is: 0~59(fail), 60~69(pass), 70~79(average), 80~89(good), 90~100(excellent). The conversion standard from 5-scale to percentage points is: excellent: 95, good: 85, average: 75, pass: 65, failure: 50. Both the examination scores and test results will be recorded in the students's transcript.

(4) Assessment results of either examined or evaluated courses are issued by the course teachers. Marked papers will not be retored to the students. The student with complaints about the ssessment may submit a written request to the Teaching Affairs Office of the relevant college and the International Students Office for reconsideration. The paper will be checked according to the relevant procedures. Students themselves have no right to check their papers. Students who fail a subject may be given a chance for retake examination, while usually takes place in the beginning of the following semester. The result will be written into the Student Academic Transcript, being marked as “retake”. Students who fail a certain course, should retake the course by underging the retake procedure in the beginning four weeks of every semester. Only one chance is given to retake of each course.

(5) No application is accepted for an exemption from examination or for postponed examination without proper reasons. Those who fail to take the examination for no reason will get no mark, and will not be allowed to take the retake examination, but will be required to retake the course. Fees for retaken courses shall be borne by the students themselves. A student is allowed to take the make-up examination with the approval of the dean’s office in the case that they are too ill to take the exam (proof from a doctor is need) or it is prove that there is a clash of examination time for different courses. Those whose grade falls into the category of failure, should retake the course.

(6) International Students are required to finish assignments earnestly, independently and punctually. Those who fail to hand in one-third of their assignments or more with no good reason will no be allowed to take the examination for that course.

(7) Students must observe examination rules and must not cheat in examinations. They will be asked to drop out the examination if found cheating and the paper is marked Zero. “Cheating in Examination” will be written into the Student Academic Transcript. In this case, no chance will be given for retakes,and, certain disciplinary punishment will result.

4. Attendance Management

The pertinent college is responsible for class attendance management.

If the student is absent from classes more than 40 class hours in one semester, or absent from tests for no reason and refuse to change, he or she shall be dealt with disciplinary punishment accordingly.

5. Graduation, Completion of Courses, Leaving school

(1) International Bachelor degree students who have obtained the required amount of credits and satisfied the graduation requirements will be granted a Certificate of Graduation; those who have also met the standards of degree conferral will be granted a Degree Certificate. At present, the minimum credit requirement for graduation at Chongqing University is 120 credits for 4 year programs in art, law, education, economy, management, 130 credits for 4 year programs in science, engineering, and 160 credits for 5 year programs in engineering.

(2) International master's and doctoral degree students who have completed all the required courses, passed all the examinations, oral defenses, and met the requirements of degree awarding, will be granted Degree Certificate by Graduate School, and Graduation certificate by International Student Office. If the master or doctoral international student wants to graduate ahead of schedule, relevant regulations of the Graduate School shall be followed. Moreover, the ISO must be notified so as to prepare the graduation certificate and other documents.

(3) International degree students who have been expelled, students who have been excluded and students who fail to meet the requirement for graduation will only be given a certificate of course completion.

(4) A Certification of Completion will be granted to visiting students who have completed the required classes, passed the examinations and abided by university regulations. Those who fail to pass the examinations or severely violate university rules and regulations will only be given a Certificate of Attendance.

(5) The international students whose graduation certificate, completion certificate and degree certificate is lost or damaged shall make a written request to the International Students Office, the latter will make a corresponding certificate letter with equal authenticity after verification.

(6) International students who have completed all their courses shall go to the International Student Office to conduct all the formalities of leaving school two weeks before the holiday (please refer to the graduation notice for specific time) and leave school within 15 days of the end semester.

6. Graduation Procedure & Certificate Conferral

1. Undergraduates

(1) The international student shall go to the ISO to fill in the Application Form for Undergraduate Graduation two months before graduation (having finished all courses and preparing for oral defense).

(2) The international student shall have the Application Form for Undergraduate Graduation filled out by the person in charge, reporting the student’s performance, required credits, obtained credits and attached with academic transcript with detailed information.

(3) Based on the remarks and the student’s academic transcript given by pertinent college, the ISO works with the Dean’s Office to decide whether the student can graduate as scheduled and conduct the graduation defense.

(4) If the International Students have been determined as eligible for graduation by the ISO, their host college shall arrange oral defense for the students, and give results and mark them as PASS if the students successfully pass the defence.

(5) Certificate of graduation willbe produced and granted by the ISO to International students who have successfully passed the oral defence and have been allowed to graduate by their host college. Degree certificate will also be prepared by the ISO and granted to International Students if approved by CQU Commitee of Academic Degree Appraisal.

(6) The English version of the graduation certificate and the degree certificate for undergraduates will be made and given by the ISO.

(7) If the undergraduate fails to meet relevant requirements for graduation and thus cannot graduate as scheduled, they will be asked to study for one more semester or year in order to obtain enough credits for graduation and pass the graduation defense.

(8) The maximum prolonged duration of study is two years for undergraduates. If the student still fails to meet the graduation requirements in two years, they can only be given the certificate of course completion.

(9) Academic transcripts for undergraduates shall be provided by the pertinent college and verified by the Dean’s Office.

2. Master's & Doctoral Students

(1) The master's or doctoral international student’s graduation qualification is examined and verified by the relevant department of the Graduate School.

(2) The master's or doctoral international student’s graduation certificate is made and granted by the ISO after examination by the Graduate School.

(3) The master's or doctoral international student’s degree certificate is granted by the ISO after the certificates have been made, examined and sealed by the degree office of the Graduate School.

(4) The English version of graduation and degree certificate for the master's or doctoral international student will be prodeced anf given by the ISO.

(5) The Chinese version academic transcript will be provieded by student's host college for master's or doctoral international student; the English version transcript will be provided by the ISO at the end of spring semester.

(6) Master's or doctoral student who fails to meet the requirement for graduation may apply to extend their duration of study. Failing to graduate again, they will only be given the certificate of course completion.

3. General and senior visiting students

The general and senior visiting students (non-language students) will be given a course completion certificate after fhey isuccessfully complete their study at Chongqing University.

Ⅲ. Change in Academic Status

1. Chinese Language Foundation Program

Degree students intending to apply for another year of Chinese Language Foundation program or the cancellation of the program prior to their major study must submit a written application to the ISO within two weeks from the beginning of the first semester. The ISO and the Teaching Affair Office will work together to reach a decision and inform the applicant of the results.

2. Transfer of University, or Class

(1) In principle, Chinese Government Scholarship Students are not allowed to transfer to another university or to another major. In case of special situation, the student may submit a written request (the Application Form is available at the ISO and can also be downloaded from the website of School of International Education) to the ISO, together with a formal letter of approval from the embassy of their home country in China, to be submitted to China Scholarship Council (CSC) for final approval.

Students who need to change major should present a written application to the ISO within the two weeks of the first semester and fill in the Form of Application for International Student Status Change. Only when the request is approved by both the previous host college and the prospective host college, and by the Dean’s Office as well, can the student transfers to the prospective major.

Usually graduate students are not allowed to change college or major. In case of specialty adjustment, change of tutor or other special situation, consideration will be given to change of college and major if the request is approved by both the pertinent college and the Graduate School.

(2) Self-supporting degree students are not allowed to change major. If the major proofs to be unfit for them, they may submit a written request within the first two weeks of the first academic year. Only when the request has been approved by the ISO and related college, can the students, after repaying the application fee, transfer to another college. After two weeks, no major transfer request will be accepted. In case of special situation which students give justifiable reasons and follows all the necessary procedures, specialy consideration will be given to their request.

(3) International students who began their degree studies elsewhere in China or in Universities of other countries may request to transfer to Chongqing University. The gained grades and credits of similar or same course can be recognized if they pass the evalution by CQU office of Educational Administration and related college.

(4) Chinese language students will be placed into different classes according to their language level. If the student finds the class inappropriate, they are advised to make a request to course teachers within the first two weeks. With the approval of the International Students Office and related teachers, relevant adjustments will be made. After two weeks, request for change of class will not be accepted.

3. Suspension, Resumption & Drop-out

A. Suspension

(1) Students absent from classes one thirds out of the total for a semester due to illness or personal reasons, and those who are seriously ill and need a long time to recover, will be asked to suspend their study. International students who must go back to their home country for military service according to the law of their own country can apply for suspension during the study period.

To ask for suspension, undergraduate students must submit a completed Application Form for International Student Status Change. Only when approved by the pertinent college, and CQU office of Educational Administration can the student be granted suspension. The applications must present transcript printed by host college to the ISO for record, and provide updated information of residence permit.

(2) Normally, the student status can be kept for one year during suspension. Students who after one year of suspension are still unable or fail to resume schooling will be treated as quitting schooling. In case of suspension due to compulsory military service, the student status can be kept for up to three years. Resumption requires a written application as well as approval from International Students Office.

B. Resumption

The students whose suspension has expired should contact the ISO before the new semester begins, and submit a request for resumption. Those who suspend their schooling due to serious illness are required to submit a health report issued by the hospital, and will be allowed to continue their studies if the ISO & related college approve. Such rules are also applicable to master's and doctoral students.

C. Droping out

The following kinds of students are to quit schooling:

(1) Those who want to discontinue their schooling and apply to quit;

(2) Those whose applications for resumption are not approved;

(3) Those who are mentally ill, or suffer from epilepsy or suffer from epidemic diseases and thus are unsuitable to stay in China;

(4) Those who have missed 51 hours’ classes in total;

(5) Those who have seriously violated school rules;

(6) Those whose words or behaviors are seriously offensive to China;

(7) Those who have violated Chinese laws and who have been detained or more serious punished by the Chinese legal institutions.

Those who have quit schooling cannot apply for resumption in CQU. Tuition is non-refundable if the student is expelled from the university due to violation of Chinese laws or university rules. Tuition may be refundable according to Regulations on Tuition Reimbursement to students who quit for other reasons. Students who quit should go through necessary procedures before leaving, including the procedures concerning various campus credentials.

4. Extension of Study Period

Degree students unable to complete their studies within the prescribed time are required to submit the application for study period extension two months prior to their originally planned graduation.

(1) Ph.D. students receiving Chinese government scholarship should submit a written application (the Application Form can be fetched from the ISO or downloaded from the website of the School of International Education), together with a formal letter of approval for transfer from the embassy of his/her home country in China for final approval of China Scholarship Council (CSC).

(2) Master's students receiving Chinese government scholarship, self-supporting master's students and undergraduate students should submit a written application (the Application Form can be fetched from ISO or downloaded from the website of School of International Education). Only when the applicant get the approval of the host college and the ISO, and pays the due cost as required, will the extension request be considered successful.

Ⅳ. Request for Leave of Absence

International students must attend classes according to the University calendar not including Chinese public holidays, as well as summer and winter vacations. No holidays will be granted on a festival or holidays of the students’ home countries. In principle, any leave of absence should not be more than one week. The request for leave of absence by international students at the School of International Education is subject to the approval of the dean in charge of teaching and academic affairs. More details are as follows:

1.Sick Leave

Students unable to attend the scheduled teaching sessions due to illness should ask for leave in advance with the doctor’s diagnosis or other proof. For leave of less than one week, the student should seek approval from the pertinent teacher or tutor of their host college in charge of international students’ affairs. In case of a leave for more than one week, the student must get approval from the vice dean of the host college.

2. Leave for personal reasons

Students intending to leave for personal reasons should submit a written application with supporting documents to the pertinent office three working days prior to their leave. Students requesting leave for personal reasons for less than 1 week should get approval from the teacher or tutor of the host college in charge of international students affairs. In case of leave for more than one week, the student must get approval from the vice dean of the host college. Specifically, CSC students who leave China for their home countries or other countries for more than 30 days will not receive the living allowance for that month.

Please note that the absence Request Form can be obtained from the ISO or downloaded from the website of the School of International Education, and it should be submitted to ISO for record. Students absent from classes without prior approval may be subject to punishment in accordance with university rules.

Ⅴ. Awards and Punishments

(1) Students who observe university rules and regulations, and excel in study may receive the title of Excellent Student and relevant bonus at the end of each academic year.

(2) Students who have done good deeds will be praised by the university orally or in written form, which will also be reported to the embassy of their home country.

(3) Students who are often absent from classes and fail to improve will receive punishment according to relevant rules.

(4) Students who have illegal misconducts suck as damaging public property, violent fighting, breaching school discipline and rules, or violating Chinese laws and regulations are subject to school disciplines in terms of warning, serious warning, demerit recording, probation, mandatory withdraw and expulsion from school.

The punishment may be lifted if the student on probation has made progress within one year. Otherwise, the student will be asked to quit.

(5) Once a punishment decision is made, a written notification will be sent to the students’ home embassy in China.

(6) Student who are to quit whether voluntarily or compelled or expelled must leave school with eleven days from the day of notification.
