Bilateral Program Application Guide
Bilateral Program is a full or partial scholarship established by the Ministry of Education (MOE) of China in accordance with educational exchange agreements or consensus between Chinese government and the governments and institutions of other countries. Applicants shall submit applications to the designated dispatching authorities in their home countries.
SUPPORTING CATEGORY AND DURATION
The Bilateral Program supports undergraduate students, graduate students, general scholars, and senior scholars, covers both major study and Chinese language (preparatory) study.
The duration of Chinese language study is generally one year, whereas the duration of major study complies with the required duration for respective programs. Applicants may consult the Chinese embassy or consulate in their country for specific enrollment categories.
SCHOLARSHIP COVERAGE
The Bilateral Program provides both full scholarships and partial scholarships.
Full Scholarship covers tuition, accommodation fee, comprehensive medical insurance, and stipend.
Partial Scholarship includes one or more items included in the Full Scholarship.
Specific funding standards are subject to the information on the China Scholarship Council (CSC) website (https://www.campuschina.org/).
WHERE AND WHEN TO APPLY
Applicants shall submit their applications to the dispatching authorities for overseas study in their home country(i.e., usually the Education and Culture Section of the Chinese Embassy or Consulate abroad) within the specified time.
The application period is generally from autumn of each year to March of the following year. Applicants shall consult their dispatching authorities for the specific application deadline.
PROGRAMS
ELIGIBILITY
1. Applicants must be a Non-Chinese citizen with a valid ordinary-type passport, and in good physical and mental health.
2. Educational background and age requirements:
Undergraduate program applicants shall be academically excellent holders of a high school diploma and be under the age of 25.
Master’s program applicants shall be academically excellent holders of a Bachelor’s degree and under the age of 35.
Doctoral program applicants shall be academically excellent holders of a Master’s degree and under the age of 40.
General scholar program applicants shall hold a high school diploma (or higher) and be under the age of 45.
Senior scholar program applicants shall be master’s degree holders or associate professors (or above) and under the age of 50.
3. Language proficiency requirements:
Chinese-taught Programs: for undergraduate programs, general scholar programs (excluding Chinese language majors) and senior scholar programs, applicants shall have passed the HSK (Level 3). For postgraduate programs, applicants shall have passed the HSK (Level 4).
Applicants who fail to meet the language proficiency requirements for admission to Chongqing University, must first take one-year Chinese foundation program and pass the qualifying examination before starting the major study. Minimum Chinese language requirements for admission to Chinese-taught programs at Chongqing University:
- Undergraduate programs: a score of 210 or higher in HSK Level 4; some majors require HSK Level 5 (see the Program List for details).
- Master’s program applicants: a score of 180 or higher in HSK Level 5.
English-taught Programs: applicants whose native language is not English shall provide either 1) a score report of English language proficiency test (an IELTS score of 6.0 or above / a TOEFL score of 80 or above;); 2) a certificate issued by their previous academic institution stating that the previous program was fully taught in English; or 3)a certificate indicating the applicant has studied in an English-speaking country for more than one year;
4. Applicants shall also meet Chongqing University's academic and other admission requirements for international students.
5. Applicants must not be recipients of any other scholarship simultaneously.
APPLICATION DOCUMENTS
1. Information Page of Ordinary Passport. A valid ordinary passport is required, with an expiration date no earlier than March 2027. For applicants who are already in China, a photocopy of their Visas or Residence Permit with customs entry stamps must also be provided.
2. Notarized Highest Degree Certificate. Prospective graduates must submit an official pre-graduation certificate issued by their current institution to certify their expected graduation, and bring the original copy of the official degree diploma for registration if admitted, otherwise the admission qualification will be cancelled. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.
3. Academic Transcripts. Undergraduate program applicants shall submit transcripts of all courses taken during high school. Master’s program applicants shall submit transcripts of all courses taken during undergraduate studies. Doctoral program applicants shall submit transcripts of all courses taken from undergraduate to master’s studies. These transcripts must be issued and sealed by the academic affairs office, graduate school, or student management department of the applicant’s university. Additionally, an official formal explanation of the university’s academic grading system must be submitted. A notarized Chinese or English translation version shall be attached to any text other than Chinese or English.
4. China Scholastic Competency Assessment (CSCA) transcript. Undergraduate program applicants must submit their CSCA transcripts. They must register for the CSCA and obtain a valid transcript before the application deadline. Specific test subjects are detailed in the Program List, and the language utilized for the test shall be consistent with the program’s medium of instruction.
5. Proof of Language Proficiency. A valid language proficiency proof (as required) must be submitted. Refer to Section 3 of “Eligibility” for specific requirements.
6. A Study Plan Proposal. No less than 200 words for undergraduate applicants, no less than 500 words for scholars and no less than 800 words for postgraduate applicants, must be written in Chinese or English.
7. Recommendation Letters. Applicants applying for the Master’s degree, Doctoral degree and senior scholar programs shall submit two letters of recommendation (written only in Chinese or English) from professors or associate professors. Each letter must include the referee’s signature and contact information (academic title, email address, and phone number). Additionally, the issue date must not be earlier than January 2025.
8. Foreigner Physical Examination Form (Click to download) and Attachments. The form should be completed by the physician in English or Chinese. Attachments of examination results (the Laboratory exam report, Electrocardiograph report and Chest X-ray report) shall also be uploaded. The physical examinations must cover all the items listed in the form. Incomplete records, or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicant, are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.
9. Non-Criminal Record Certificate. A valid certificate of Non-Criminal Record issued by the local public security authority must be submitted. The certificate must be issued within 6 months before the application submission date. A notarized Chinese or English translation version shall be attached to any text other than Chinese or English.
10. Art Portfolio. Applicants for majors such as art and design must submit portfolio materials (e.g., videos, paintings).
Note: 1) Uploaded supporting documents must be clear, authentic, and valid. Applicants are recommended to use a professional high-resolution device to scan the relevant documents. Applicants shall bear the consequences arising from unclear or unidentifiable uploaded materials. 2) Applicants are not required to send hard copies of the above documents, but must bring the original copies for registration.
APPLICATION PROCEDURES
1. Applicants Apply to CQU for the Pre-Admission Notice.
Applicants submit applications to Chongqing University’s Online Application System at https://cqu.17gz.org/member/login.do (no application fee is required). After passing the preliminary review, applicants will receive a Pre-Admission Letter, which is only used to assist applicants in submitting their applications for the Type A Scholarship and does not mean that the applicants have been admitted to Chongqing University.
As the review and issuance of the Pre-Admission Letter take time,, applicants are requested to consult with the dispatching authorities for application information as soon as possible and to arrange their application timeline reasonably.
2. Applicants contact the relevant dispatching authorities to obtain a recommendation for the Chinese government scholarship.
3. Applicants submit applications to the “Chinese Government Scholarship Management Information System” at http://studyinchina.csc.edu.cn/. Choose Type A, and Select “Chongqing University” as Application Institution I.
ADMISSION AND NOTIFICATION
1. Application documents of recommended candidates from dispatching authorities will be considered by CSC for eligibility. Ineligible or incomplete applications will not be considered.
2. Qualified applications will be sent to universities for placement. Based on various factors, such as the different scholarship funding requirements of each country, the host university’s teaching capacity, program duration, and applicants’ criteria, CSC reserves the right to make necessary adjustments to the candidate’s host university, field of study, supporting categories and duration of scholarship.
3. After placement confirmation by Chinese universities, scholarship Recipients will get Chinese Government Scholarship to study in China with approval by CSC. Each scholarship recipient will be granted no more than one scholarship.
4. CSC reviews the placement results, approves the List of Scholarship Recipients, and sends the admission documents to the relevant Chinese embassy or Consulate-General. The Chinese embassy or Consulate-General will send the admission documents (List of Scholarship Recipients and Admission Letter) to the dispatching authorities or scholarship recipients.
5. Scholarship recipients shall not be allowed to change their host university, field of study, or duration of study stipulated on the Admission Letter after their coming to China.
6. Scholarship eligibility will not be reserved if the scholarship recipients fail to register before the registration deadline.
IMPORTANT NOTES
1. Scholarship applicants must submit their applications in person. Those who apply through agencies will be disqualified from scholarship.
2. Scholarship recipients shall bring original documents for registration. Provision of any false/misleading information or failure to provide the requested supporting documents will lead to disqualification from admission. Those who submit the pre-graduation certificate upon application must bring the official degree diploma for registration if admitted, otherwise their admission qualification will be revoked.
3. Applicants are advised to check their registered email accounts regularly, as admission officers will convey important information (e.g., updates, interview arrangements) via email.
4. The final official admission result for the scholarship shall be subject to the approval of the China Scholarship Council (CSC).
