Application Guide for the 2026 Ministry of Education - Chongqing Municipal People’s Government Joint Scholarship for International Students
The Ministry of Education(MOE)-Chongqing Municipal People’s Government Joint Scholarship for International Students (hereinafter referred to as the “Joint Scholarship”) is co-established by the Ministry of Education and the Chongqing Municipal People’s Government. The Joint Scholarship is based on the principles of “individual application, institutional recommendation, expert assessment and merit-based admission”, and selects international students with excellent academic background, professional ability, and future development potential to study Master’s or Doctoral programs at CQU.

The funding coverage and standards of the scholarship shall be implemented in accordance with the relevant standards for the Chinese Government Scholarship(https://www.campuschina.org/).

l ELIGIBILITY
1. The Applicant must be a Non-Chinese citizen with a valid ordinary-type passport, and in good physical and mental health.
2. Education and Age Requirements:
be an academically excellent holder of a Bachelor’s degree, under the age of 35 when applying for a Master’s program;
be an academically excellent holder of a Master’s degree, under the age of 40 when applying for a Doctoral program;
3. Language proficiency requirements:
Applicants for English-taught programs whose native language is not English need to provide either: ①an English language proficiency test score report (IELTS 6.0 / TOEFL Internet-Based Test (iBT) 80 or higher); ②a certificate from their previous university proving that the previous degree was taught in English; or ③a certificate indicating that they have studied in an English-speaking country for more than one year.
Applicants for Chinese-taught programs need to provide ①a valid Score Report of HSK Level 5 (≥180) , or ②a certificate proving that the previous degree program was taught in Chinese at a Chinese university
4. Applicants must meet the minimum academic performance requirement, which is a GPA of at least 3.0 on a 4.0 scale, or a score of at least 80 out of 100.
5. Applicants must not be recipients of any other scholarships.
l APPLICATION DOCUMENTS
1. Application Form for Chinese Government Scholarship (can be downloaded after completing the application in the “Chinese Government Scholarship Information System”).
2. Information Page of Ordinary Passport. A valid ordinary passport is required, with an expiration date no earlier than March 2027. For applicants who are already in China, a photocopy of their Visas or Residence Permits with customs entry stamps must also be provided.
3. Notarized highest diploma. Prospective diploma winners must submit an official pre-graduation certificate issued by their current university to prove their ability to graduate, and bring the original copy of the official degree diploma for registration if admitted, otherwise the admission qualification will be revoked.
4. Academic transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department.
5. Language qualification certificates. A valid language proficiency proof must be submitted. For specific requirements, refer to Section 3 of the “ELIGIBILITY” section.
6. A study plan proposal (★ Key material). Using the template (click to download), submit a study plan (either in Chinese or English, with a minimum of 1,000 characters or words). The applicant’s willingness to study in China, the relevance of professional background to applied field, research ability and development plans should be clearly written.
7. Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad. The referee’s signature and contact information are necessary, and the issue date of the recommendation letters should not be earlier than January 2025.
8. Foreigner Physical Examination Form and Attachments within a valid period of six months (click to download the form). The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months. Attachments of examination results (Laboratory exam report, Electrocardiograph report and Chest X-ray report) must also be uploaded.
9. Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
10. Example of art. To apply for majors related to art or design, applicants could submit their own works (such as paintings, story scripts, short movies, etc.) through “Example of Art / Other Supporting Documents” in the system.
11. Other supporting documents such as publications, awards, certificate of employment/internship, etc.
Notes:
Ø All the above documents should be in Chinese or English. If the original copy is in a different language, a notarized Chinese or English translation must be submitted together; For university-issued certificates, certifier’s name, contact information, and the university’s official seal must be affixed.
Ø Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents, and shall bear the consequences caused by unclear or unidentifiable uploaded materials.
Ø Applicants do not need to send hard copies of the above documents, but shall bring the original copies when registration.
l APPLICATION & ADMISSION PROCEDURE
STEP 1: Online Application
1. Applicants submit their applications to the “Chinese Government Scholarship Management Information System” at https://studyinchina.csc.edu.cn/#/login. Choose program Type B. The agency number of Chongqing University is 10611. See Annex 1 for the Instructions for Chinese Government Scholarship Information System (CGSIS).
2. Applicants submit their applications to Chongqing University’s Online Application System at https://cqu.17gz.org/member/login.do and pay the application fee (400 RMB, non-refundable) online. Applications that are unpaid or submitted after the deadline will not be reviewed.
STEP 2: University Review
Chongqing University will conduct a qualification review and initial assessment of professional competence based on the application materials provided by the applicants. Those who pass the initial assessment will proceed to further evaluations, such as interviews. Based on the results of both the initial assessment and subsequent evaluations, the university determines the list of candidates that will be submitted to the Chongqing Municipal Education Commission.
STEP 3: Final Review and Admission
The Chongqing Municipal Education Commission and the China Scholarship Council (CSC) will jointly review the list of recommended candidates and finalize the admission results. Chongqing University will then notify the scholarship recipients of their admission results, issue them the admission documents, and inform them of the enrollment and registration procedures.
l IMPORTANT NOTES
1. Students granted with the scholarship are not eligible for other scholarships (excluding one-off awards) offered by Chinese governments at all levels and universities at the same time. Anyone found will be disqualified from the scholarship eligibility and required to return the received scholarship. For those who deliberately conceal their financial support, in addition to disqualification, they will not be allowed to apply for CSC for the next three years.
2. Scholarship applicants must submit their application materials directly to Chongqing University in person. Those who apply by agencies will be disqualified from scholarship. The application documents uploaded should be complete, clear, true, and correct. Incomplete documents or application without payment will not be processed. Neither modification nor supplementary document shall be made upon submission.
3. Scholarship recipients shall bring original documents for registration. Provision of any false/misleading information or failure to provide the requested supporting documents will lead to disqualification from admission. Those who submitted the pre-graduation certificate upon application should bring the official degree diploma for registration if admitted, otherwise the admission qualification will be cancelled.
4. Applicants are advised to check your registered email regularly, as the admission officer will inform all updates, arrange interviews, and notify application status and scholarship result via email.
5. The final admission result for the scholarship shall be subject to the approval of the China Scholarship Council (CSC).
